The Foundation is governed by an all-volunteer Board of Directors. Members are recruited based on their knowledge of the Dripping Springs community and its needs, as well as their professional expertise and experience applicable to the operation and management of a nonprofit organization.
Here's how it all started...
The Dripping Springs Community Foundation (DSCF) was established as a non-profit organization in 1999 by a filing with the Secretary of State. The IRS issued 501(3)(c) status in 2000.
From its formation, the Foundation was seen as a community resource for the generation of funds for all nonprofit organizations and needs in the community. Funds included the Keep Dripping Springs Beautiful Fund, The Gathering Fund, and the Land Use Planner Fund for the City. The Foundation also served as the fiscal sponsor for the Dripping Springs Elementary School for a fundraiser for the teachers to replace educational items not covered by insurance when the school suffered a mold problem. The most recent fiscal sponsorship is the Dripping Springs Skatepark to be built in a corner of Founders Park.
From 2013 through 2016, the DSCF sponsored a week-long fund raising campaign called "Givin' Where I'm Livin'", ending with the Founders Day celebration. Local non-profit organizations were awarded matching grants based on how much each group raised during that one week. Awards were made according to the size of the organization so that smaller groups were not penalized.
Since 2007, financial grants have been awarded by the DSCF to thirty-eight different non-profit organizations. With the Dripping Springs Women's Club, it publishes an annual Non-Profit Directory. The DSCF is making a real difference in the community, and we encourage you to join us.

Meet our Board Members
Robert Musgrove, President

Robert moved to Dripping Springs in December 2017 and has served as DSCF Board President since 2020. He retired in Minnesota in 2015 after 17 years as a college president and is happy to be back in his home state of Texas. A native of Sweetwater, TX, he has a BA and PhD from UT Austin.
Robert's civic involvement over the years has included stints on the board of the Chamber of Commerce, as Scoutmaster for Troop 140, on the Boy Scout Council Board and the renovation committee for the municipal auditorium in Sweetwater. He also served on the Chamber Board in Minnesota, the board of the homeless shelter, the Economic Development Administration, and the planning commission in Pine City, MN. He enjoys hunting, gardening, DIY projects, and the good food in Dripping Springs.

Janet Holland, Treasurer

Janet moved to the Dripping Springs area in 1994 and lives with her husband Bob Love on a small ranch NW of town. She has been a Texan since 1983, following her childhood and young adult life as an Air Force brat of parents from Indiana. Janet has lived in close to a dozen places in the United States and England and also traveled extensively for business and pleasure.
Janet’s career spanned over 35 years in Louisiana and Texas, working in commercial banking and corporate finance. She held many different positions in several organizations, using her financial expertise and people management skills to add value to each company she worked with.
Janet’s last position was as the Funds Manager for the Lower Colorado River Authority in Austin, where she worked for 15 years before retiring in 2016.
Janet has enjoyed volunteering in her professional and personal life, including leadership/board positions with the Association for Financial Professionals, the North Hays County Volunteer Fire Department, the Hays County Master Naturalists, the Austin Herb Society, and now the DS Community Foundation which she joined in the spring of 2020.
She graduated from Louisiana State University with a BS degree in Finance. Janet supports the LSU Tigers, as well as her husband’s alma mater the UT Longhorns.

Pat Hyde, Director

Pat is the father of two, both currently living in Austin, a grandfather, a USMC veteran, and a retired semiconductor professional. He is a Paramount Theater volunteer and a member of the Community Emergency Response Team (CERT) of Hayes County. Pat retired in February 2017 and has been traveling, spending time with family and friends, and just enjoying life.
Pat moved to the Dripping Springs area in 2000 from upstate New York after meeting his future wife in Dallas and discovering that she is a 4th generation Texas who was not going to move to New York.
Pat spent 40 years in the semiconductor industry, where he held many leadership and technical positions over the years.

Penny Johnson, Director
Penny has a strong connection to Dripping Springs and its institutions, having lived here for 30 years. Both her daughter and grandchildren are Tiger alumni.
He volunteer work includes serving on the DS Community Library, Dr. Pound Historical Farmstead and DS Women's Club boards. She has chaired fund raising events and volunteers at the DS Visitors' Center and other events such as the Songwriters' Festival. Penny graduated from Trinity University with a BA in English and History. She taught ninth grade English for one year in the SAISD. She has been in management most of her work life: at the Texas Workforce Commission for 30 years and ass Executive Director of a women's organization for 5 years. She then worked as an outside travel agent for 4 years. Volunteering on the DSCF Board is a welcome new challenge. |
Chris Marcum, Director

Chris Marcum is a philanthropy consultant in Central Texas and has created development strategy and grant-seeking efforts resulting in the raising of millions of dollars to grow and sustain the missions of dozens of local nonprofit organizations. She also consults with large and small companies who have or wish to develop giving strategies to support the nonprofit sector.
Chris is a member of the Hays County Friends of the Night Sky, is the former board chair of the Dripping Springs Community Library, and served as president of the Austin-Central Texas Grant Professionals Association for three years.

Marilyn Miller, Director

Marilyn and her family moved from Missouri to Texas in 1988 and settled in Dripping Springs. She is a solo law practice attorney, focusing on life and estate planning for individuals of all ages and counseling regarding public benefits for older adults and disabled individuals. She graduated from the University of Kansas with both a BS in Education and a JD, and later earned her Masters of Law in Taxation from University of Missouri, Kansas City.
Giving back to the community is important to Marilyn. She has served on the boards of YMCA of Austin, the United Way of Hays County and Dripping Springs Helping Hands. She was a co-incorporator and charter member of the Board of Directors of the Dripping Springs Educational Foundation. She also currently serves as a Commissioner on the Board of the Hays County ESD#6.
Marilyn is proud of her two Tiger alums and is looking forward to cheering on their “cubs”.

Kathy Mixon, Secretary

Kathy and her husband Doug retired to the Hill Country in 2014 after careers as commercial real estate professionals with various banks, including Bank of America and Wells Fargo. She is a native Texan, having spent her formative years in Houston and then graduating with a Business degree from Texas State University (back when it was known as Southwest Texas State). In addition to Texas, she has lived in southeast Florida, Atlanta, and Charlotte, NC. Since retirement, she has become a Hays County Master Gardener and joined Grey Rock Golf Club. She is a past president of the Gals of Grey Rock.
John Pacheco, Public Affairs
Shortly after Desert Storm, John resigned his Regular-Army commission and moved to Central Texas with his wife, Suzanne. They have lived in Dripping Springs for the past 26 years. Locally, John is mostly known for his tenure as editor of the Dripping Springs Century News (a job he took in retirement), as well as his work with the DS Visitors Guide and DS Chamber of Commerce Directory. Under his tutelage, both the Century News and Chamber Directory won awards for “excellence” from the Texas Press Association. Prior to retirement, John’s business career spanned from Fortune 500 companies to lean tech start-ups. His last business position, before retiring in 2016, was working mergers and acquisitions for private equity. John is currently fully retired, but remains active in local politics, veteran groups, and his parish St. Martin de Porres. After abstaining for many years due to lack of time for the sport, John has recently returned to golf.

Laura Payne, Director

Laura Payne is a longtime Dripping Springs resident and community volunteer. One of the things she loves about living here is the spirit of generosity in our community. Support of non-profits has always been great in Dripping Springs, and Laura wants to make sure that tradition continues with the explosive growth our town is experiencing.
That was her vision as she joined the board in the fall of 2017. She serves the DSCF in two capacities. One is as coordinator of the continuing education seminar we host biannually for local attorneys and CPAs. The second role she fills on the board is as the liaison between the board and the Dripping Springs Skatepark Committee. The DSCF serves as the fiscal sponsor for the skatepark project.
Laura and her husband John have 9 children and 11 grandchildren, several of whom live in this community too. She enjoys golf, gardening, family time, volunteering and playing with the family dogs.

Dave Swincher, Director

Dave has been in Dripping Springs for 20 years and has enjoyed a successful career of more than 35 years as a senior executive in youth services and education in Indiana, Colorado, Ohio, and Texas (twice). He is a graduate of Ball State University in Muncie, Indiana, and served six years as an Examiner for the Malcom Baldrige National Quality Award with the National Institute of Standards and Technology. He studied quality management systems at Northwestern. He serves on the Executive Committee as Treasurer of the Mayor’s Health and Fitness Council in Austin, has served on committees of the Greater Austin Chamber, and was a member of the Board of the Independent Bankers Association of Texas Foundation.
Dave enjoys his work as the Community Foundation's Chamber of Commerce liaison and looking for new Foundation funding sources. Dave was co-founder and race director of the Austin Marathon Relay. He is a runner, a century cyclist, and Super Spartan event survivor. Also checked off the bucket list is skydiving. Dave and his wife Ann of over 35 years have a daughter who is an internal medicine doctor, a son who is an entrepreneur and professional public speaker, and a son who recently completed the Bar Exam. They are 20 year residents of Dripping Springs, Texas, where they currently live in empty nest harmony with Pixie, their Yorkshire terrier.

They are 20 year residents of Dripping Springs, Texas, where they currently live in empty nest harmony with Pixie, their Yorkshire terrier.
Jorge Babot, Director

Jorge, along with his wife Sharon, retired in Dripping Springs in 2017.
Born in Cuba, he was brought to the United States when he was 11 years old, along with his brother Ramon who was age 12, by Pedro Pan (Peter Pan) Catholic Charities of the Archdiocese of Miami. After a year and half at an orphanage in Sacramento California, they were reunited with their parents. Today, Jorge states, he is "a proud citizen of the United States.”
His work life began as a gas station attendant, at a time when gas stations actually cleaned your windshield, checked under the hood, and checked your tires’ air pressure. At age 20, he was accepted into an apprenticeship technical program that led to a successful 47-year career in construction, operation, maintenance, and administration of large industrial facilities in the downstream oil, power, and pulp and paper industries.
Prior to joining DSCF in 2022, Jorge served on the Board of a similar community foundation that served four counties in Northern California.
Because of his personal history, Jorge has strong ethical values, a clear and personal knowledge of the meaning of democracy and its alternatives, and a lifelong appreciation of the generosity of the American people.
